The warranty of any product (not Synology related) starts when you buy it, not when the manufactor shipps it to the shops. Hi brshoemak, Tripp Lite SMART2200RMXL2U has been an active UPS model since the mid 1990s. Your 9229 date code puts the year of manufacture in 2003. The original battery set is long expired. This UPS type cannot turn on into line power mode and pass power through to the outlets unless the UPS senses that there's a working battery set inside. (You say the LED readout is normal -- which LEDs are lit? Solid or blinking?). If you're looking to replace batteries, there's two possible options depending on what specific version of SMART2200RMXL2U you have -- if the internal battery set inside the UPS is built into a blister pack with a red/black DC connector, buy (see the picture at the link to help you identify what you have).

If the internal battery set inside the UPS contains for 'loose' batteries, buy. Make a detailed diagram of how the original set was wired -- and rebuild the battery pack the same way (or bring it to an electronics tech to rebuild if you prefer).
