It bases it on the expected value of the items, which is what it should do, except in extreme cases. Flac time life. If you have a 10% chance of a DE giving you something worth 1000g, and a 90% chance of getting an item worth 50s, would you vendor that item for 10g? Most of the time, it'll be better than your disenchant result, but on average each item you vendor would lose over 90g.
